The ruling Nepali Congress has said that the soon-to-be formed Truth and Reconciliation Commission won’t be able to guarantee blanket amnesty to the victimizer without the consent of the victim.
The party made its position clear after Minister for Law and Justice Narahari Acharya had informed a joint meeting of the party’s central committee and parliamentary party that the consent of the victims has been given primacy in the provision of blanket amnesty in the bills related to TRC and Commision on Enforced Disappearances.
The Minister said the logic behind this criteria is not to derail the ongoing peace process as the UCPN (Maoist) and CPN (Maoist) are saying but to create an environment of reconciliation and understanding among the victims and the victimizer.
The meeting also decided to issue a whip to all the NC lawmakers to stand firm on the party’s position on TRC and CED during the deliberations on the two bills in the meeting of the legislature parliament.
During the meeting, the NC central members and lawmakers also stressed on the need to nominate the 26 remaining lawmakers at the earliest to give a complete shape to the Constituent Assembly, expressed concern over the delay in appointments in constitutional bodies and stressed on the need to speed up the government works and procedures.
