'Follow intl practice, SC verdict while drafting TRC bill'

The National Human Rights Commission (NHRC) has suggested the taskforce formed for drafting bills on transitional justice mechanism to follow international practice and standard, related verdicts of the Supreme Court and the recommendation it has made while forming the mechanism.

In a discussion held between the NHRC and the taskforce on Wednesday, the NHRC stressed that the taskforce should form the mechanism in a way that it would carry out its activities in an independent, autonomous and fair manner. "We suggested the taskforce to pay attention to the SC verdicts, international practice and standards and NHRC's recommendations," said Bed Prasad Bhattarai, acting NHRC Secretary.

The government has been preparing to draft a bill on Truth and Reconciliation Commission and the Commission on Disappearance—two crucial components of the transitional justice mechanism which will look after the human rights violation cases during conflict-era.

The NHRC further suggested the taskforce that it could mull how the commissions would be made independent, actions on the violators of serious human rights ensured, and the security and respect of the witness and victims guaranteed.
