CA meeting begins deliberations on state restructuring

The Constituent Assembly has begun deliberations on state restructuring on Sunday, as it discussed the process and nature of federalizing the country as per the Interim Constitution of Nepal.
The report of the CA Archives Study and Determination Committee was discussed in this regard.
Taking part in the discussion, CA member Bidya Devi Bhandari suggested forming few provinces as identity continues to change with time while viability is always applicable. It is however meaningless to still harbor suspicions over federalism, she added.

"We should consider our multi-ethnic, multi-lingual and multi-cultural social fabric while discussing about state restructuring and distribution of state power, Bhandari said.
Likewise, CA member Hit Raj Pandey said state restructuring was essential for the rights of the oppressed, minorities, backward, poor and the marginalized. The basis for federalism should be determined based on the agreements reached in the past and on the basis of the report of the Commission, Pandey added.
Lawmaker Sarbendra Nath Shukla was in favour of introducing a new constitution by including all sides peacefully rather than by force. Shukla further suggested that the report of the state restructuring commission needs to be considered while restructuring the country.
Lawmaker Chitra Bahadur KC said his party continues to stick to its position about federalism and added that any effort to weaken local self-governance will not be acceptable.
Lawmaker Gyanendra Bahadur Karki said the task of restructuring of state can be materialized by considering unity in diversity in the country and added that the current unitary and centralized state structure should be transformed into a federal structure that is acceptable to all.
Similarly, lawmaker Dr Arzu Rana said sticking to identity alone by setting aside viability would not make federal system durable.
CA member Dhurva Wagle said considering the sensitive geopolitical state of the country restructuring of the state should be carried out specific to the needs of the country.
Lawmaker Ram Krishna Yadav said few provinces should be formed that is economically viable and in considering the social, geographical, historical context of the country.


CA members Bharat Kumar Shah, Parshu Ram Tamang, Shiva Lal Thapa and Laxman Lal Karna also expressed their views on the report.
