CA calendar within 15 days: Secretariat

After the formation five crucial committees, the Constituent Assembly Secretariat is preparing to release a time-bound calendar for the constitution drafting process within 15 days.

According to officials at the secretariat, the calendar will be unveiled once the chairpersons of all CA committees are appointed. It will envisage promulgating a new constitution within January 24, 2015, with a timeline to settle the contentious issues either through consensus or voting.

Parties plan to promulgate a new constitution within a year of the first CA meeting (January 22) but two months have already elapsed without a concrete progress on the constitution drafting.

In the previous CA , the time-bound calendar was amended a dozen times as the thematic committees failed to submit their reports on time. 

 The first meeting of five committees—Committee to Study and Determine Constitutional Records, Political Dialogue and Consensus Committee, Constitution Drafting Committee, Committee on Citizen and Public Opinion, Committee to Enhance the Capacity of Lawmakers and Resource Mobilisation—is scheduled to take place on Wednesday, the officials said. 

 “We are tentatively working on a calendar which will be finalised once the chairmen of those committees are appointed,” said Rabi Sharma Aryal, a legal advisor to the CA .

Until the selection of chairmen, the senior-most lawmaker will chair the meeting of the committees and proceed with their mandated tasks guided by CA rules of procedure. A CA meeting on Friday owned up the achievements made by the last assembly, giving an impetus to the constitution drafting process.

With the chairpersons of committees being one of the disputed issues, CA Chairman Subas Nembang has asked the top leaders of major political parties to head the committees to expedite the tasks related to the constitution drafting process. 

The cause of disagreement is the leadership of Political Dialogue and Consensus Committee, which has a mandate to hold talks with all parties both within and outside the CA on the disputed issues of new constitution. The UCPN (Maoist) has claimed the leadership of the committee, arguing that it has been denied other powerful positions related to the statute writing process. The Nepali Congress is also vying for the leadership of the Drafting Committee, said a leader.

Last week, the parties had agreed to revive the High-level Political Committee (HLPC) to guide the statute drafting process and government. However, there has not been any discussion on the leadership of HLPC. The parties plan to select the heads of such committees through voting if they fail to reach a consensus within a week.
