Rapti jails housing inmates over double their capacity

Overcrowding has remained a major proble in all five district prisons in the Rapti zone. All these prisons are accomodating inmates more than double their capacity. Although the normal capacity of the six prisons is 240 inmates, the prison administrations told an inspection team from the Appellate Court that 593 have been accommodated due to lack of space.

There are two prisons in Dang and one each in the remaining four districts of the zone. Talking to Republica, acting chief judge of the Appellate Court Ananda Mohan Bhattarai said the overcrowding of prisons has deprived the inmates of their basic rights. "The Appellate Court believes that prisoners should not be deprived of their rights in confinement," he said.

According to Bhattarai, the inmates have to queue for hours to use the toilet and there is also a shortage of drinking water.

According to the Appellate Court, the Ghorahi prison´s normal capacity is 50 inmates but 157 have been accomodated. Likewise, at the Tulsipur prison, a total of 156 inmates have been accommodated although its normal capacity is 100 inmates. Similarly, the Rolpa district prison´s capacity is 50 inmates but 85 have been housed there.

During the inspection, most of the prisons were found in dilapidated condition. The court found that security arrangement at the Rolpa district prison, which saw prisoners fleeing by digging tunnels in the past, was still not foolproof.
